Report a Crime or Emergency

Life threatening emergencies should be immediately reported to the Thousand Oaks Police Department by dialing (9) 911 from campus telephones, or 911 from public pay phones or cell phones. At the Oxnard Center, PLTS Campus, Westlake Center and the Woodland Hills Center, all requests for emergency services should be made by dialing 911.

For routine service calls on the main campus, a Campus Safety Officer may be reached at extension 3208 from campus phones or at 805-493-3208 from off campus and cell phones. This business line is available Monday through Thursday 8 a.m. to 5 p.m. and Fridays 8 a.m. to 5 p.m.  Afterhours and weekends the business line will be forwarded to the Campus Safety Officer cell phone.

All crimes should be reported to Campus Safety and to ensure inclusion in the annual crime statistics and to aid in the provision of timely warning notices to the campus community when appropriate.

If you are the victim of a crime and do not wish to pursue action with the University or criminal justice system, you may still want to consider making a confidential report. With your permission, the Director of Campus Safety can file a report of the incident without revealing your identity. The purpose of the confidential report is to comply with your wish to keep the matter confidential, while taking steps to ensure the future safety of you and others.

With such information, the University can keep accurate records of the number of incidents involving students, determine where there is a pattern of crime with regard to a particular location, method, or assailant, and alert the campus community to potential danger. Reports filed in this manner are counted and disclosed in the annual crime statistics for the University.

The 1998 amendments to 20 U.S.C. section 1092 (f) clarify who are considered to be campus security authorities. Campus Pastors and Campus Professional Counselors, when acting as such, are not considered to be a campus security authority and are not required to report crimes for inclusion into the annual disclosure of crime statistics. As a matter of policy, they are encouraged, if and when they deem it appropriate, to inform persons being counseled of the procedures to report crimes on a voluntary basis for inclusion into the annual crime statistics.

Counselors are defined as:

Pastoral Counselor
An employee of an institution, who is associated with a religious order or denomination, recognized by that religious order or denomination as someone who provides confidential counseling and who is functioning within the scope of that recognition as a pastoral counselor.

Professional Counselor
An employee of the institution whose official responsibilities include providing psychological counseling to members of the institution's community and who is functioning within the scope of his or her license or certification.

California Lutheran University is committed to providing a safe place for students and staff to work and learn. In order to fulfill this commitment, Campus Safety and the University Administration need to know when a bias incident or hate crime occurs. You can report a bias incident or hate crime as a witness or a victim.

Although it's most helpful to know who is making the report, you can remain anonymous by calling (866) 943-5787. The Campus Conduct Hotline report you make will be forwarded to Campus Safety for immediate follow up.

If you prefer to make a report in person, you can go directly to Campus Safety, 805-493-3208, or speak with anyone who has a SAFE ZONE sign displayed on their office.

What is a hate crime? A "hate crime" is any violation of criminal law motivated by the victim's actual or perceived race, ethnicity, nationality, gender, gender identity, religion, sexual orientation, or disability.

What is a bias incident? A act that is not a violation of criminal law, but that is motivated by bigotry or hate based on the victim's actual or perceived race, ethnicity, nationality, gender, religion, sexual orientation, or disability. Bias incidents could include violations of University Policy or Codes of Student Conduct. Use of racial slurs or name calling are examples of a bias incident.

If you see visual signs of a hate crime or bias, it is important to contact Campus Safety immediately so it can be documented and photographed before it is removed.

Remember, "Silence is Consent." When you remain silent you are showing tolerance for hate and bias.
