About
Joel Hayes is a Planner at the County of Ventura’s Planning Division, where he has been working on long-range planning efforts that cover environmental reviews, biological resource protection, disadvantaged community improvement and sea level rise since 2021. Joel is the sub-section director for the Ventura County region of the American Planning Association. Joel earned an MPPA and BA in political science from California Lutheran University. Prior to working at the County of Ventura, Joel began his career working for a non-profit, a cannabis start-up and as a development planner for the City of Rowlett, Texas. Joel was born in Hawaii and was raised locally in Thousand Oaks. He enjoys traveling, discovering new restaurants, and finding scenic places in Southern California.
